Unauthenticated full access via fail-open identity status

Authentication bypass in Livebook 0.19.7 through 0.19.8 allows remote attackers to obtain full server access through Livebook Teams. Livebook.Hubs.TeamClient.handle_call/3 treats an unresolved cached deployment_group_id as disabled identity enforcement, so authentication returns empty identity data and creates a full-access user. The state arises when an authorized Teams user deletes the deployment group while its agent is disconnected or reconnecting; any network client can then read notebooks and secrets, execute code, and interrupt the service.
