Revoked-token reuse via ineffective revocation state

Token revocation bypass in Apache CXF before 3.6.12, 4.0.0 through 4.1.7, and 4.2.0 through 4.2.2 lets remote attackers reuse revoked tokens. DefaultEncryptingOAuthDataProvider continues to decrypt revoked access and refresh tokens, so TokenIntrospectionService reports them as active after revocation. Any party holding a previously issued token can retain access to resources authorized by that token after revocation; the flaw does not grant a token that the party did not already possess.
