Cross-namespace tunnel modification via incomplete capability check

Incorrect privilege assignment in Linux kernel VXLAN allows local users to rewrite tunnel state across network-namespace boundaries. The rtnl changelink path checks CAP_NET_ADMIN only in dev_net(dev), while vxlan_changelink validates and applies configuration in the separate vxlan->net underlay namespace. Reachability requires CAP_NET_ADMIN in the device namespace but not the underlay namespace, enabling traffic exposure, injection, or sustained loss.
