Kernel crash via 64-bit KIQ fence assertion

Reachable assertion in Linux 6.6 before 6.6.148, 6.12 before 6.12.101, 6.18 before 6.18.42, and 7.1 before 7.1.6 allows local users to crash the kernel. The gfx_v8_0_ring_emit_fence_kiq function invokes BUG_ON when AMDGPU_FENCE_FLAG_64BIT is set instead of handling the unsupported fence mode. Local access, the loaded amdgpu driver, and AMD GFX8 GPU hardware are required; triggering the assertion makes the system unresponsive.
