Local system hang via PMSR teardown deadlock

Deadlock in cfg80211 PMSR teardown in the Linux kernel allows local users to hang the system during concurrent interface shutdown. When cfg80211_pmsr_wdev_down() holds wiphy_lock, cancel_work_sync() waits for pmsr_free_wk while that worker waits to acquire the same lock. Reachability requires a user-owned PMSR netlink session to close as the interface tears down, leaving the affected kernel unable to proceed.
