Local denial of service via SCSI wakeup race

Race condition in the Linux SCSI core from 5.5 allows local users to make storage error recovery hang after commands time out. The scsi_schedule_eh path sets the host error-recovery state and counts busy commands without ordering those operations against scsi_dec_host_busy, so each CPU can miss the condition that wakes the handler. Exploitation requires local low-privileged access and a driver that invokes scsi_schedule_eh; the stalled handler leaves SCSI error recovery unavailable.
