Memory corruption via unchecked STRING tensor offsets

Out-of-bounds access in Samsung Electronics ONE before 1.30.0 allows local users to corrupt memory by importing a malformed model. CircleConst string constant import trusts each serialized offset without checking that it is nonnegative, monotonic, or within the raw-data buffer. A user must import an attacker-supplied model; malformed offsets can expose or alter process memory and crash the importing process.
