Local denial of service via stale fanout hook

A race condition in the Linux net/packet subsystem allows local users to cause a denial of service during packet-ring reconfiguration. packet_set_ring() drops po->bind_lock, then can re-register a one-member fanout hook from stale was_running state after NETDEV_UNREGISTER invalidates the device binding. Exploitation requires low-privileged local access and a concurrent device-unregister event; the resulting inconsistent hook state interrupts the system.
