Task starvation via unchecked dump callback error

Denial of service in Linux kernel TIPC allows local users to hang tasks by triggering an error during a compatibility netlink dump. The __tipc_nl_compat_dumpit loop continues while len is nonzero without checking whether cmd->dumpit returned a negative error. Low-privileged local access is required; the resulting infinite loop retains genl_mutex and leaves other tasks waiting on that lock stuck in D state.
