Local system crash via NULL HE capability dereference

NULL pointer dereference in the Linux kernel mt7915 Wi-Fi driver allows local users to crash the system during HE setup. The mt7915_mcu_bss_he_tlv() and mt7915_mcu_sta_bfer_tlv() functions dereference a NULL result from mt76_connac_get_he_phy_cap() when no HE capability matches the interface type. Reachability requires the mt7915 driver, compatible MediaTek Wi-Fi hardware, and an HE-capable interface state; the bounded impact is a local kernel crash.
