Authentication bypass via NULL SCTP auth chunk

Authentication bypass in the Linux kernel's SCTP implementation allows remote attackers to skip required SCTP packet authentication. sctp_auth_chunk_verify() returns true when auth_chunk is NULL instead of checking whether the received chunk type requires authentication. The path is reached after an skb_clone() failure or when COOKIE-ECHO lacks a preceding AUTH chunk, permitting traffic that policy requires to be rejected.
