Cross-namespace messaging via unrestricted QRTR socket creation

Improper isolation in affected Linux kernels allows local users to send QRTR datagrams across network-namespace boundaries. qrtr_create permits AF_QIPCRTR sockets outside init_net, while qrtr_port_lookup and qrtr_local_enqueue use global port and node state without a namespace check. An unprivileged process able to create user and network namespaces can inject data and control-plane messages into another namespace as node 1.
