Resource exhaustion via wrong-VSI timestamp allocation

Memory leak in affected Linux kernel releases since 6.18 allows local users to consume kernel memory through repeated PCI resets. ice_is_txtime_ena() indexes pf->txtime_txqs only by queue number, so a PF ETF bit causes ice_vsi_cfg_txq() to allocate an unreachable 64-byte tstamp_ring for a CTRL VSI. Exploitation requires administrative control of ETF and PCI resets; each reset leaks 64 bytes, so operational impact requires many repetitions.
