Kernel panic via undersized Netlink attribute buffer

Out-of-bounds write in Linux drop_monitor 5.4 through 7.1.5 and 7.2-rc4 allows local users to panic the kernel via Netlink. The net_dm_packet_report_size() and net_dm_hw_packet_report_size() paths reserve 12 bytes with nla_total_size() although nla_put_u64_64bit() can append a four-byte alignment pad and require 16. The crash is limited to 32-bit builds without efficient unaligned access when the undersized SKB reaches __nla_reserve() or skb_put(); 64-bit systems are unaffected.
