Monitoring-data corruption via interrupt-reentrant statistics update

Race condition in Linux drop_monitor allows local users to corrupt monitoring statistics and destabilize affected 32-bit systems. The two packet-trace probes update 64-bit per-CPU counters after spin_unlock_irqrestore() reenables interrupts, allowing a nested interrupt to reenter the seqcount write. Reachability requires an affected 32-bit kernel, drop_monitor probe execution, and a same-CPU interrupt during the update; observed effects are incorrect counters or system instability.
