Local system crash via misaligned fence offset

Reachable assertions in Linux kernel 5.9 through 7.2-rc1 allow local users to crash systems through an AMDGPU command submission. The sdma_v5_2_ring_emit_fence() function applies BUG_ON() to the unvalidated low address bits of a user-selected fence offset, turning misalignment into a kernel panic. The path requires access to an AMDGPU SDMA 5.2 render node on supported AMD hardware; the consequence is an availability-only system crash.
