System hang via unsignaled AMDGPU user-queue fence

Denial of service in Linux kernel 6.19 allows local users to wedge systems by resetting an AMD GPU while a user queue is being evicted. In amdgpu_userq.c, pre_reset force-completes last_fence only for MAPPED queues, leaving a mid-eviction queue's fence permanently unsignaled after reset. The affected path requires local access, an AMD GPU using user queues, and a reset during a non-MAPPED queue state; eviction, suspend, and process teardown can then wait indefinitely.
