Boot failure via premature early-parameter parsing

Boot-time denial of service in the Linux kernel on LoongArch allows local users with boot-configuration control to prevent the system from starting. setup_arch calls parse_early_param before jump_label_init, allowing the memory-profiling handler to change static keys before their initialization. The failure requires both memory-allocation profiling options and the sysctl.vm.mem_profiling=0 boot parameter; the bounded consequence is failure to boot, not data disclosure or modification.
