Service interruption via unreleased SCTP tunnel sockets

Resource leak in the Linux kernel allows local users to cause a service interrupt through SCTP network-namespace teardown. The netns exit path leaves per-namespace UDP tunnel sockets installed after proc_sctp_do_udp_port() creates them for a nonzero net.sctp.udp_port setting. Low-privileged local access and configured SCTP UDP tunneling are required; repeated teardown can exhaust host resources.
