Cross-namespace configuration changes via incomplete capability check

Improper privilege assignment in Linux kernel Geneve tunnels allows local users to rewrite device settings across network namespaces. geneve_changelink() proceeds after rtnl checks CAP_NET_ADMIN only in dev_net(dev), then applies configuration and reopens sockets in geneve->net. The caller needs CAP_NET_ADMIN in the device namespace but not the underlay namespace, enabling unauthorized network changes or a service interrupt.
