Kernel panic via AMDGPU alignment assertions

Reachable assertions in the Linux kernel's AMDGPU GFX9.4.3 code allow local users to cause a kernel panic and service interrupt. gfx_v9_4_3_wait_reg_mem, ring_emit_ib_compute, and ring_emit_fence invoke BUG_ON when addresses violate alignment requirements, while ring_emit_fence_kiq asserts on a 64-bit fence flag. Low-privilege local access to a system with affected AMD GFX9.4.3 hardware is required; systems without AMD GPUs are unaffected.
