Host crash via invalid UVD frame dimensions

Divide-by-zero in the Linux kernel amdgpu UVD decoder allows local users with render-node access to crash or hang the host. In amdgpu_uvd_cs_msg_decode, dimensions below 16 reduce a macroblock count to zero, and num_dpb_buffer divides by the resulting zero fs_in_mb value. The path requires a valid UVD session and AMDGPU render-node access; on non-x86 systems, undersized buffer validation also permits GPU out-of-bounds reads and writes.
