Denial of service via stale runqueue tracking

Denial of service in Linux kernel 7.1 sched_ext allows attackers to trigger a kernel assertion during local DSQ dispatch. During a local DSQ move, dispatch_to_local_dsq() switches runqueue locks without updating the recorded runqueue, so a nested dequeue callback restores tracking for a lock no longer held. The affected path requires sched_ext dispatch to move a task locally and invoke ops.dequeue() synchronously; published sources establish no lower-privileged trigger.
