Boot delay via zero-clamped jiffies delta

Availability flaw in the Linux kernel 6.12.5 through 6.12.96 and 6.13 allows local users to cause a long Xen HVM boot delay. timekeeping_init() reads the jiffies clocksource before registration, leaving max_delta_raw at zero and clamping elapsed time to zero. The condition occurs during early boot and was observed in Xen HVM guests; the record reports delayed availability, not a crash or data impact.
