Telemetry routing corruption via subscription desynchronization

Incorrect access control in NASA cFS 7.0.1 TO_LAB allows remote attackers to disrupt telemetry subscriptions through add/remove commands. TO_LAB_RemovePacketCmd clears a matched ActiveSubs slot and decrements ActiveSubCount, while TO_LAB_AddPacketCmd writes at the counter index without reusing holes. Network access to the command ingress is sufficient to lose unremoved subscriptions and falsely exhaust the 50-subscription capacity.
