Service interruption via unbounded peer subscription parsing

Parser boundary validation in NASA cFS 7.0.1 allows remote attackers to interrupt service by sending a crafted SBN peer-subscription packet. SBN_ProcessSubsFromPeer initializes its unpack cursor to the maximum bus-message size instead of the received length, trusts SubCnt, and ignores unpack failures. Network access to the SBN peer interface is required; a truncated packet can consume stale buffer bytes as subscriptions and corrupt peer subscription state, producing the reported denial of service.
