Service interruption via replayed final CFDP PDUs

Resource exhaustion in the CFDP receive path of NASA cFS 7.0.1 allows remote attackers to interrupt service by replaying final PDUs. CF_CFDP_FinishTransaction leaves a completed receive transaction in HOLD and discoverable by CF_FindTransactionBySequenceNumber, while CF_CFDP_RecvHold re-arms its timer when a matching EOF or FIN PDU arrives. Exploitation requires CF to be enabled and access to its PDU ingress; repeated identifiers retain limited transaction slots and reduce channel capacity.
