Authenticated administrator escalation via unchecked role creation

Improper access control in ICS-Park 2.0 allows remote authenticated users to gain administrator privileges through role and user APIs. RoleController.save() accepts arbitrary permission sets without checking authorization, while UserController.update() lets the default member role assign the resulting role to its own account. An ordinary authenticated account is sufficient to obtain all application permissions, create administrator accounts, and read or modify managed data.
