Administrator file disclosure via unsanitized report path

Path traversal in CyberPanel before 3.0.0 allows remote authenticated users with administrator access to read arbitrary server files. The cloudAPI ReadReport handler passes the JSON reportFile value directly to open() in cloudManager.py without path validation or an allowlist. Administrator access is required, and successful traversal exposes any file readable by the root-privileged panel process, including credentials and private keys.
