Restricted action-output disclosure via missing ACL check

Incorrect authorization in OliveTin before 3000.17.0 allows remote authenticated users with exec access to read restricted action output. StartActionAndWait and StartActionByGetAndWait convert the completed internal log entry into a full LogEntry response without calling the logs ACL check. An account must be allowed to execute the configured action while logs is false; exposed stdout or stderr can include credentials, tokens, paths, and hostnames.
