Unauthenticated file writes via SSH rekey bypass

Improper SSH workflow enforcement in affected MikroTik RouterOS releases allows remote attackers to create or overwrite managed files. After a client-requested rekey, the SSH server enters the connection protocol without attempted authentication and dispatches an exec request. SSH must be reachable; the bypass permits file creation, overwrite, and reconstruction, including support files containing configuration and diagnostics.
