Runner code execution via concurrency-triggered approval bypass

Published Oct 14, 2026 · Updated Oct 14, 2026

Approval bypass in Gitea Actions 1.27.2 and earlier allows remote authenticated users to execute unreviewed workflow code on runners. The checkJobsOfCurrentRunAttempt function in services/actions/job_emitter.go advances blocked jobs without checking run.NeedApproval when shared job-level concurrency cancellation triggers re-emission. Exploitation requires pull-request access and fork workflows on self-hosted runners; runner-host resources are exposed, while fork secrets remain withheld and the run token remains read-only.
