Cluster-admin escalation via trusted user-settable annotations

Incorrect authorization in Red Hat multicloud-operators-subscription allows remote authenticated users to gain cluster-admin privileges. On managed clusters without the identity-stamping webhook, IsClusterAdmin returns true when a Subscription carries any nonempty hosting-subscription annotation and cluster-admin set to true. Any managed-cluster user able to create a Subscription can deploy resources into arbitrary namespaces with the controller's Service Account.
