Traffic decryption via cleartext PSK storage

Cleartext secret storage in Submariner Operator in Red Hat Advanced Cluster Management for Kubernetes allows attackers to decrypt intercluster traffic. The Submariner Custom Resource stores the shared IPsec pre-shared key unencrypted in its spec, exposing it through Custom Resource reads, must-gather bundles, and any other copied YAML. Reachability is limited to local users with permission to read that resource or related diagnostics, but reuse of the same key across the mesh permits passive decryption between connected clusters.
