Cross-domain role tampering via omitted project ownership check

Improper authorization in Apache CloudStack allows remote authenticated users to alter project roles and permissions across unrelated domains. The ProjectRole and ProjectRolePermission CRUD paths verify only that the caller is a Domain Admin and omit validation that the target project belongs to that admin's domain or subdomain. Domain Admin access is required; successful use permits creating, listing, changing, or deleting role definitions and permissions in unrelated domains.
