Unauthenticated service crash via zero-length presentation parameter

Out-of-bounds read in libIEC61850 before 1.6.2 allows remote attackers to crash an MMS server through a crafted TCP/102 connection. During normal-mode negotiation, the ISO Presentation parser accepts an attacker-controlled zero-length encoded parameter without validating its declared size, then reads beyond the heap buffer. The trigger runs before MMS session establishment and requires only network access to TCP/102; successful exploitation terminates the hosting process, interrupting the embedded service.
