Authenticated SSRF via direct OpenAPI schema fetch

SSRF in Dify 1.13.0 through 1.13.3 allows remote authenticated users to make backend requests via a crafted OpenAI plugin manifest. ApiBasedToolSchemaParser.parse_openai_plugin_json_to_tool_bundle extracts api.url from user-supplied JSON and passes it to direct httpx.get(), bypassing the configured SSRF proxy. Custom-tool creation access is required; the backend request can reach otherwise inaccessible internal IP addresses and ports.
