Service interruption via unbounded remote policy fetch

Uncontrolled resource consumption in Apache Neethi before 3.2.3 allows remote attackers to interrupt services via oversized policies. PolicyReference.getRemoteReferencedPolicy reads the remote response into policy processing without enforcing a maximum byte count. An embedding application must explicitly invoke the remote-reference API, after which an attacker-controlled server can exhaust resources and deny availability.
