Unauthenticated queue access via unvalidated EXTRA-SPEC header

Authentication bypass in OpenStack Zaqar 12.0.0 through 20.1.0, 21.0.0, and 22.0.0 allows remote attackers to access project queues. Zaqar treats an EXTRA-SPEC request header as alternate authentication even though its backend validation was never implemented, so requests carrying the header skip Keystone token checks. Knowledge of a project UUID is required; the bypass permits reading, enumerating, creating, and deleting that project's queues without a Keystone token.
