Root command execution via unsanitized NTP server configuration

OS command injection in affected OpenStack Ironic Python Agent releases allows remote authenticated users to execute commands as root. The startup time-syncing code inserts the ntp_server configuration value into a shell command without sanitization, and that command runs as root. The value can originate in an operator-built ramdisk, the Ironic kernel command line, or mDNS; a project Manager for node.owner can obtain node-level ramdisk shell access, with no known path to compromise the Ironic service.
