Persistent advertising loss via plaintext pause response

Expected behavior violation in Silicon Labs BT122 1.4.0 and earlier allows physically proximate attackers to stop BLE advertising. The BLE link-layer state machine accepts a plaintext encryption-pause response and leaves the module unable to advertise. A direct Bluetooth connection using only public peripheral information is sufficient, and recovery requires a manual reboot, leaving service unavailable until intervention.
