Cross-tenant backup access via unscoped job IDs

IDOR in CyberPanel 1.9.1 and earlier allows remote authenticated users to read, delete, or restore other tenants' backups. The IncBackups handlers validate ownership of websiteToBeBacked but fetch sequential IncJob or JobSnapshots IDs without scoping them to that domain. Any panel user who owns a website can enumerate job IDs to expose backup metadata, irrecoverably delete snapshots, or launch a root-privileged restore.
