Model deletion and disk exhaustion via unprotected API

Missing authentication in Serge 1.4TB allows remote attackers to delete models or exhaust disk space through model API requests. The model_router in api/src/serge/routers/model.py registers download_model and delete_model without the get_current_active_user dependency. Any network client reaching port 8008 can start unlimited model downloads, cancel downloads, or remove installed models without credentials.
