Cross-organization budget access via missing ownership checks

Authorization bypass in SuperAGI 0.0.14 and earlier allows remote authenticated users to read or alter other organizations' budgets. The get_budget and update_budget handlers query Budget records using only the supplied budget_id and apply no organization ownership filter before returning or committing them. Any valid account can enumerate IDs, disclose another organization's budget settings, or change budget and cycle values, including setting a budget to zero to interrupt its agents.
