Authorization bypass via oversized declared body

Authorization bypass in Zalando Skipper before 0.27.35 allows remote attackers to send policy-forbidden bodies to protected services. ExtractHttpBodyOptionally skips parsing when declared Content-Length exceeds the configured limit, leaving OPA with an empty parsed_body while forwarding the full body upstream. Exposure requires opaAuthorizeRequestWithBody and a deny-on-presence Rego policy that does not reject truncated_body, allowing unauthenticated network requests to evade body-content authorization.
