Cluster-wide privilege escalation via unguarded resource handlers

Authorization bypass in Project Capsule Capsule 0.13.0 through 0.13.7 allows remote authenticated users to gain cluster-wide privileges. The RawItems and Generators handlers omit the IsNamespacedGVK guard and pass cluster-scoped objects to the selected apply client. Exploitation requires TenantResource creation and a cluster-privileged, non-impersonating controller client; a Tenant Owner can compromise other tenants and the control plane.
