Heap corruption via undersized chroma row buffer

Out-of-bounds write in FFmpeg 3.0 through 8.1.2 allows local users to corrupt heap memory via a crafted odd-width NV12 frame. The vf_swaprect filter_frame() path allocates a 17-byte row buffer using plane 0's one-byte step, then copies an 18-byte chroma row into it. Triggering requires the crafted frame to reach vf_swaprect; the overwrite crashes the process and creates code-execution potential in its context.
