Unauthenticated policy bypass via oversized request bodies

Authorization bypass in Zalando Skipper before 0.27.35 allows remote attackers to send forbidden requests via oversized bodies. ExtractHttpBodyOptionally skips body extraction when declared Content-Length exceeds maxBodyBytes, leaving OPA parsed_body empty while forwarding the full payload upstream. Deployments are exposed only when opaAuthorizeRequestWithBody enforces deny-on-presence Rego policies; unauthenticated requests can then evade body-based controls.
