Unauthorized RSVPs via omitted event-accessibility check

Missing authorization in Nexcess Event Tickets 5.29.0.1 and earlier allows remote attackers to submit RSVPs for inaccessible events. The RSVP request path omitted an event-accessibility check; the upstream security change extracted that check into is_event_accessible() for reuse in RSVP handling. No authentication or user interaction is required, but public materials do not identify the endpoint, parameters, affected event states, or exact data modified.
