Analysis hang via zero-element compact array

Denial of service in Wireshark 4.6.0 through 4.6.4 allows attackers to hang packet analysis via crafted DLMS/COSEM data. A zero-element structure in dlms_dissect_compact_array_content leaves the content offset unchanged while its caller continues looping. Opening a crafted capture or dissecting one UDP packet on default port 4059 consumes one CPU core until the Wireshark or TShark process is killed.
